HHB Inc. - Advanced Bidding and Procurement Systems

F.A.Q's

Is your DBS Solution for Government Agency’s Only?

No. Although Government Agencies favor our Solution set, the DBS is currently being used by private companies. Any company seeking to control and manage their business, benefits from our technology and the real-time applications.

Isn’t it a big job and long process to set up and install the DBS into an organization?

No. Unlike existing legacy systems, HHB does not have to build our DBS Solution, we have the ability to customize and install. The process is done by our team of experts who can have a small Agency such as an entire city online and operational in as little as 90 days. The DBS Solution is already built. HHB gathers the information we need to meet your policies and laws, we then customize, and our team does the rest.

Isn’t the DBS Solution just for bidding and procurement?

The DBS is an end-to-end solution which monitors from the conception of an idea, through the approval, funding, bid notification, receipt of bid, award, through to completion or delivery of the good or service. Because the DBS Solution is integrated within the agency, it allows for management to retrieve data in real-time without intrusive phone calls to departments for the same information.

Is the DBS Capable of interfacing with current software solutions?

One of the many important and unique features of the DBS Solution is that with its open architecture, it is easy to interface with virtually any system. This allows for increased flexibility and reduced costs by being able to gather or provide data to current systems and by not requiring that current systems be replaces.

What are the timelines that processes in the DBS can be changed to reflect internal or external policy changes?

Initially, the DBS Solution Set will be customized to match your current policies. This is a vital part of the installation process.

Ongoing, the DBS Solution Set will be customized to match changes in either internal or external policy changes. Our efficient staff will insure that the changes are made as quickly as possible. It will be dependent upon the magnitude of the particular changes as to how quickly they will become part of your DBS Solution. It is important to note that changes and upgrades are included in the license fees. This will be a great additional cost savings to your organization for you will not be charged for each and every upgrade, modification or change.

Will upgrades for other agencies be made available to us automatically?

The DBS Solution Set is constantly upgraded to enhance the value to our customers. Unless a particular upgrade is considered proprietary due to such issues as security, trade-marking, or patented processes, other organizations will have the option of having their systems upgraded with a particular enhancement.

How will it effect current systems in place?

The power of the DBS Solution Set will empower most current systems that might be providing information. With the real-time nature and its open architecture, the DBS Solution Set will be a vital link to most current systems. The breadth and depth of the DBS Solution will make the many other bidding and procurement systems unnecessary. This will be enhance the cost-savings aspects of the DBS Solution.

In what way does the DBS create jobs?

The DBS Solution Set creates jobs in a number of ways. They include:

1. Directly by allowing more projects to be funded through the cost savings.
2. Indirectly by the economic stimulus of having more people employed within the customer’s geography.
3. Providing a way to employ more local labor through the registration of the local labor force
4. The ability of the CDCs to provide employment notices
5. The design of the CDCs to provide training to local residents so that they can qualify for higher paying jobs.
6. Drawing more businesses to the area that are attracted by strong fiscal management tools being in place.

(Comment: Unless it is federal funded, California Law does not require MWBE participation.)

What size staff will be in CDC's?

The CDC Staff is designed to meet the specific needs of the local area. Each will be supplied with:
1. An on-site manager to insure smooth running of the facility.
2. On-site training personnel who will provide on-going training for vendor’s and contractors
3. Reprographic experts who can handle the extensive reprographic demands placed upon the facility.
4. Community coordinators who will be specifically tasked go out into the community to find all the local contractors and vendors and bring work to have them actively use the DBS System.

How will Reprographics be handled?

The Standard CDC will house reprographic equipment that will enable contractors and vendors access to any RFP/RPB/RFQ or plans that might accompany them.

What will be their operational hours?

Individual CDCs will be operated to match the working needs of the communities that they serve. This is particularly true in areas with great variation in weather patterns. ie: In areas with extreme afternoon heat, the CDC may open extremely early in order to accommodate the contractors and vendors. The purpose of the CDCs is to be useful to the contractors and vendors so HHB will work with the local government to insure that the hours match the needs.

Who decides when and where the CDC's are located?

HHB will work closely with the customer to insure that the locations of the CDCs will match the needs of the end-users. Using its broad knowledge and understanding of the value of the CDC, HHB will work closely with its customers to select the specific sites.

How do contractors outside of the County get training on the DBS?

As part of the ongoing contract, HHB will set up a series of creative training options for those who may live outside of the County. These would include Webinars run to train individuals over the internet, tutorials, video training, as well as training at other CDC locations near the contractor/vendor’s location.

What happens to the CDC's should the County decide to change systems later down the road?

CDCs are the exclusive property of HHB. If a customer were to decide to transition to other alternatives, arrangements could be discussed to make the CDC sites available.

What would the implementation time for a County be? (How long will it take to implement the DBS Solution?

While each DBS Solution Installation is unique, our team of experts can have an initial installation up and running with a customized DBS Solution Set in as little as 90 days. Complex installations (ie: Large Multi-Nationals or entire countries) might take as long as 365 days. The pace will also be dependent upon the comfort level of the organization. HHB will ensure that there will be adequate preparation and training at each phase of the process before moving to the next installation phase.

What would the look and feel be?

An integral part of the customization process is to insure that the DBS Solution has the look and feel that is desired by the customer. The thin client software can be made to have the look and feel of your website. The software will gather the information that makes sense for your organization and in a fashion that is comfortable.
